with new_packet_list.
NOTE: this build doesn't support the "matches" operator for Wireshark filter
syntax.
Running on Linux 2.6.28-16-generic, with libpcap version 1.0.0.
Built using gcc 4.3.3.

This is a patch for a new dissector that decodes LTP(Licklider Transmission
Protocol)data according to RFC 5326. Other than the two new files packet-ltp.h
and packet-ltp.c, I also made minor changes to packet-dtn.c and packet-dtn.h.
There were 2 functions in the dtn dissector that I needed to use, so I moved
the declaration from the packet-dtn.c to the packet-dtn.h file.
