I have a fresh install of Wireshark 1.2.6 under Windows 7 Pro (64 bit) which fails to report any interfaces in the Capture > Interfaces dialog.
The laptop is an HP Pavilion G60-237NR with a Realtek RTL8102/3 ethernet and Atheros AR5009 802.11a/g/n but no interfaces are listed in either the Capture > Interfaces or Capture > Options dialogs. WinPcap's NPF service is started (by me as administrator) and running. WinDump -D reports three interfaces as listed below, and WinDump will show packets on the appropriate interfaces. If I manually paste the interface name into the Capture > Options dialog, capture occurs as expected for both interfaces. I am the sole user on the laptop, am an Administrator, and have re-booted multiple times. In keeping with FAQ 8.1, my environment info is as follows:
