The changes to enable would be separate enhancement, which could be useful for
other reasons.  I don't know whether Windows has any notion of, for example,
"I'm rebooting my machine; when I log in after the reboot, restore the state to
as close to what it was before the shutdown as possible", restarting
applications with as much state preserved as possible, but macOS has had that
since Mac OS Lion, and I think some of the free-software desktops might have at
least some of that.

So this bug should probably focus on the "automatically shut down and save work
when updating" part; the full state saving should be done separately.
