As far as I know this PLMN is not used commercially, so it's probably the PLMN
set in a lab network. If yes, we have no guarantee it will follow the country
"rule" regarding the number of digits used for MNC in this country. But on the
other side it might be better than the current systematic fallback to 3 digits,
but I'm not sure either it is worth the trouble.
