The problem with your trace is that the SN starts at 1000, while RLC dissector
now expects to have consecutive sequence numbers (for reassembly).
Starting with a SN=1000 for a RRC Connection Setup Complete is rather
surprising. How do you populate the RLC header? I guess it is not a real one
and that you are building it to transfer RRC messages, right?
