In GTPv2-C, IE MM Context of type 'UMTS Key, Quadruplets and Quintuplets' is
decoded incorrectly:

1) In the MM Context Flags
  - First 3 bits for Security Mode appear twice
  - Wrong number of spare bits (should be 1 bit = 0)
  - NHI is not in this context type

2) Voice Domain Preference
- At the end, there is one byte of undecoded data for Voice Domain Preference

Correct Decode is specified in TS 29.274 v10.9.0 (www.3gpp.org) Figure 8.38-6.
