I just tested with SVN 45197 on Windows XP SP3 32-bit and was able to add a
relative path.  I'm not using the PortableApps version, but it seems to work. 
Here's what I did:

Edit -> Preferences -> Name Resolution -> GeoIP database directories: -> Edit
-> New -> [Drop-down] -> Other ... -> Select some folder or drive, such as
"Desktop" -> Top-left corner paper+pencil icon w/tooltip="Type a file name" ->
Location: [Type in whatever location you want, whether it exists or not] ->
Open -> OK -> OK

Can you try that w/your PortableApps version?
