The problem is in packet-ansi_a.c

dissect_cdma2000_a1_elements() calls 

elem_tlv(tvbuff_t *tvb, packet_info *pinfo, proto_tree *tree, elem_idx_t idx,
guint32 offset, guint len _U_, const gchar *name_add)

The parm_len = 254 making consumed = 0 => never ending loop.
