Built using gcc 4.4.6 20110731 (Red Hat 4.4.6-3).

The following patch adds some code to decode the ECP VDP TLV being standardized
in
the upcoming IEEE 802.1Qbg draft (http://www.ieee802.org/1/pages/802.1bg.html).

This patch represents bits and pieces defined in draft 0(+).
