PortAudio <= V18, without AirPcap.

Running on Linux 2.6.31-23-generic, with locale en_US.UTF-8, with libpcap
version 1.0.0, with libz 1.2.3.3.

Built using gcc 4.4.1.

Fix:
The ATM dissector only forwards the payload to the SSCOP parser, when the
VPI/VCI 0/5 is used. When a different VPI/VCI is used the data is not processed
further. This patch implements a method so that a hint can be given to the ATM
dissector. The meta dissector will take advantage out of that.

Enhancement:
Via this patch the meta dissector can also forward the frame to the MTP2
parser.
