No, it doesn't.  It only uses dlopen() (on platforms where that's the "load a
run-time loadable module" API) to load plugins, not libraries.  The only
*libraries* we load at run time are the WinPcap and packet.dll libraries, so
that, on Windows, the same binary can work on systems with and without WinPcap
("without inPcap", of course, meaning "without support for capturing traffic").
