While developing network drivers, which wireshark is a great aid for, I find
myself frequently adding & removing drivers. Wireshark appears to only
enumerate network devices the first time it is opened per boot. After that, if
a device is removed, it doesn't reappear after it has been added again.

Reinstalling wireshark or a reboot causes the network devices to reappear in
the adapter list.

If there was a command line function to reenumerate them, that would work as
well.
