Patch for correct IE names for latest version of spec

Build Information:
wireshark 1.3.0 (SVN Rev 28687)

The GTPv2 dissector is based on pre-R8 3GPP specifications, so some of the
types are named incorrectly, and some are missing. This patch brings the
dissector up to date with the latest version of 3GPP TS 29.274.

Could this be applied to both trunk and 1.2 as in its current state the
dissector is misleading due to some types being mis-named?
