Your problem with duplicate fields:

Have a look in epan/proto.c, proto_register_field_init(), where we state that:
"We allow multiple hfinfo's to be registered under the same abbreviation".

We also have a problem with fields having the same abbrev and different types. 
Have a look in bug 2402, comment #1, where I describe this.
