s1ap initial context with wrong decoded bitrate

Build Information:
Version 1.1.4

Problem to decode s1ap bitrate field(PER integer) that requires 64b, due to
that length needs to be coded with 3 bits but 2 are used now

result can be seen in the trace
uEaggregateMaximumBitRateDL: 39062 = 0x9896
schould be
uEaggregateMaximumBitRateDL: 10000000 = 0x989680
