It looks like your MTP3 standard is not set appropriately in Wireshark: note
how in Ethereal the National Indicator bit is decoded but Wireshark is not
decoding that bit; this bit is defined in ANSI but not in international
ITU--and that's how Wireshark decodes it.  (Also note how the PC present and
SSN present bits are reversed--that also confirms the analysis.)

Go to Edit->Preferences->Protocols->MTP3 and choose the ANSI instead of (I'm
guessing) ITU.

If that doesn't fix it, feel free to reopen the bug (if you could attach a PCAP
file showing the problem that would save some effort).
