When capturing packets the main window keeps jumping to the foreground
(stealing focus). What's causing this? Is there any solution? As far as
I know, this problem is limited to Win32.

This issue has been outstanding since at least 2001-08-02 when I saw
this message on ethereal-users:
[Ethereal-users] Win32 Ethereal  - annoying window popping to foreground
all the time
