...and you're capturing on the same device with Ethereal and WinDump? 
(I.e., the device string in the "Interface:" entry in the "Capture
Options" dialog box, and the interface on which WinDump is capturing,
are the same?  The "-i" flag to WinDump can be used to specify the
interface.)
