Is that the case with Ethereal, or with all applications?

What about WinDump?  (Note that WinDump, being a port of tcpdump, has
tcpdump's standard default snapshot length of 68 bytes; you'd have to
use the "-s" flag to WinDump to increase the snapshot length.)

If it happens with all applications, it's presumably a WinPcap problem;
