Microsoft doesn't support W95/W98/WMe as much as they used to these days
(at least in the US, only WMe is still supported, according to

and even it is only on "extended support"), and I suspect MS Research
cares even less about it than the rest of Microsoft.
Is it possible to use an older version of WinPcap to get Ethereal running?
You could try WinPcap 2.3 - if you can find it. The WinPcap developers
don't have it on the download page, but you might ask them if they still
have the installer available somewhere.

You'd need WinPcap 2.3 (make sure you un-install all other versions of
WinPcap before installing 2.3) and Ethereal.
But if WinPcap is an unconditional prerequisit to Ethereal, I would
propose to reflect the situation in the doc.
It's not a prerequisite to Ethereal.
It *IS* a prerequisite to using Ethereal to *capture* packets on
Windows. Without it, on Windows, you can only read files captured by
other means (captured on other machines, or captured with non-WinPcap
programs on your machine).
