Both of those involve opening all capture devices found (as part of the process of enumerating the devices). This is probably a WinPcap problem. 


However,
  Help -> About Ethereal
works and gives for example
  Version 0.10.10
  Running with WinPcap (3.0 alpha3) on Windows 98  A , build 67766446.
Try updating to the final version of 3.0 - there might have been bugs in the alpha3 version.
