One more patch for mate:

- renamed analyze_frame() into mate_analyze_frame().
- prepare mate to be statically linked
- use report_open_failure() , report_read_failure() and
report_failure() in case there's an error while loading the config
- some cleanup in mate_util.c
- some fixes and cleanup in examples and matelib


IMO at this point it can be built with the rest of ethereal.

It makes no more noise. It's config_filename defaults to "" and as
this it does not try to configure and as such doesn't report any
errors.

With the exception of three functions that will be called and return
after a conditional branch at every time packet-frame is invoked. No
more overhead is involved.
