[More a note for me to send in a patch than a bug report]

OSPF once toyed with the notion of an Extended Attributes
link state advertisment, and the EA bit in the Options field
of the OSPF Hello was born.

The extended attributes proposal never made it out of draft to
an RFC.

The current use for the bit is for the L capability (point to
point over LAN)
  http://www.ietf.org/internet-drafts/draft-ietf-isis-igp-p2p-over-lan-05.txt
as seen in recent Cisco IOS.

Ethereal still decodes this bit as the EA bit.
