Actually, that stuff *is* in there.  The date wasn't updated in that
draft, however, but it *is* later than the March 2004 draft you found.

I've just sent mail to tcpdump-workers in the thread on the new file
format, to see whether we have a consensus on the "damage
indicator"/section header block type value, and if there are any other
outstanding issues.
