I'll have to ask the WinPcap folk, but I think it might be close to done, in the sense of the format being ready to start implementing - there was a question about different ways to handle a problem I've seen a lot, namely capture files transferred in ASCII mode between OSes with different end-of-line conventions, but the questions were about which scheme to use, not whether to use such a scheme.
