In Safari (the Mac OS X Web browser), there are "Make Text Bigger" and "Make Text Smaller" menu items under "View".
On the other hand, Preview (the Mac OS X PDF viewer) has "Zoom In" and "Zoom Out".
Perhaps they figured Preview's more likely to be used by publishing professionals, but Safari's more likely to be used by your grandmother?
