I don't know whether there are other applications with similar lists of
items that can be edited, so I don't know what word they use for the
button, but I'm not sure "Properties" is necessarily more appropriate. I might be inclined to vote for "Change", as that's a simpler
description of what the button lets you do - change the rule.

I had a look at the Styleguides, but didn't find a word about it.

Then I had a look at both Mozilla and IE, both using "Eigenschaften" which is translated "Properties".

Another reason using this is there is a Stock icon available in GTK2 for Properties (but thats only minor importance).
