The equivalent button in the display filter list editing dialog says
"Change".

I don't know whether there are other applications with similar lists of
items that can be edited, so I don't know what word they use for the
button, but I'm not sure "Properties" is necessarily more appropriate. 
I might be inclined to vote for "Change", as that's a simpler
description of what the button lets you do - change the rule.
