As I understood, this is an application that's based on Ethereal.  It is
not Ethereal itself, so it doesn't follow the Ethereal source base.

I have pondered working on a native Win32 UI for Ethereal, however I
just don't have the spare time to do so.  We had a lengthy discussion on
this mailing-list several months ago with regard to what is required to
support native UIs.  It's not a trivial task, however I think it would
be worthwhile.

In doing development on several dissectors, I have found the Win32 port
of Gtk to be a little buggy sometimes to the point of being unusable.
At our office, most people who were running the Win32 version of
Ethereal are now running the Linux version for this reason.
