I guess I was thinking that the "User" of LAPD could be thought of as
"data terminal equipment", and the "Network" to which that "User" is
communicating could be thought of as "data communications equipment" -
i.e., I have the impression that it's somewhat like an X.25 user
communicating with an X.25 network.
