Yes, the maximum length of a NSAP is 20 bytes but you can have fewer bytes
(on a private network for instance with unregistered OSI domain). The NSAP 
address lengths are included in the CLNP header so there should be no problem.

OSI network and transport is done, but I have no plan on doing any upper
layer yet.
