I guess the question then is when something's preliminary and when it's
not; at theis stage, one could probably argue that most if not all of
the code is preliminary, so somebody would need to indicate whether they
expect to be making a lot of changes soon (and thus might want patches
sent directly to them) or whether they don't plan to work on it in the
near future.
