I'd say your estimate is optimistic.  There are plenty that can 'operate' Wireshark, though the number of folks that can actually interpret the information in a meaningful way is probably one-half your estimate, perhaps less.  The reason the skills are not more widespread is because it's not really taught in a formal curriculum, it requires intense self-study and extensive experience to master.
