What happens if you download WinDump:

	http://www.winpcap.org/windump/install/default.htm

and try using that?  If you don't see outgoing ping requests, it's a  
WinPcap problem (or a driver problem); see

	http://www.winpcap.org/bugs.htm

for information on reporting WinPcap problems.
