It either doesn't fit... or it fits (amost) all over the place.

Wireshark implements dissectors(decoders) for protocols in all layers
it can that's A-to-D  in the OSI model (we miss the physical layer
just because software alone cannot go Physical, we cannot store wires
and tranceivers in our download servers :-)
