What you are trying to do requires *VERY* expensive devices (e.g.
http://www.qualitylogic.com/genoa_test_tools/fax/dataprobe.html).

What can be done "cheaply" is to run wireshark on the server.

A less cheap approach but feasable, would be to add a man in the
middle (MiM) that takes tha connection from the device and relays it
to the server listening to the communications. Problem is that you'll
need either 3 POTS lines or a PBX.

(DEV w/ MODEM ) --PBX -- MODEM1 -- MiM -- MODEM2 --- PBX -- (SERVER w/ MODEM)
