No, a plugin can be enabled and disabled without reinstalling WS.

See the manual page of wireshark, in particular the part about plugins. If you 
have two different versions of wireshark, then you can put two different 
plugins in different directories.

What is your purpose? Have you read doc/README.developer already? If you are 
trying to create a dissector, I suggest to add a new protocol dissector 
instead of a plugin. Those are easier to add (but require you to build a new 
WS binary).
