Hmm, at least with my subversion if I do:

% touch foo
% chmod 755 foo
% svn add foo

"foo" ends up with svn:executable set. Since tools/svnadd is supposed to take care of all these properties, I modified it to delete svn:executable (even if we end up adding it back a few lines later).
