Inacon supplied their help files in bug 3045:
https://bugs.wireshark.org/bugzilla/show_bug.cgi?id=3045.

But, my understanding is that since they were never incorporated into Wireshark,
Inacon supplies those help files themselves; however, they rely on the support
being there for it.

But, Inacon is not the only set of help files possible.  In fact, I opened bug
4870 to supply an alternate set of help files in addition to Inacon's.  See
https://bugs.wireshark.org/bugzilla/show_bug.cgi?id=4870.  Internally, I also
supply help files for our proprietary protocols.
