I think the misunderstanding is the word "invaluable", which actually
means that is has great value.

Setting up a Windows environment is not as straightforward
as, for example, setting up a linux development environment. Therefor
following the instructions in the Development Guide exactly step by 
step is the easiest way to set it up. Much work has been put into
the development guide to make life easier to everyone who wants
to start with Wireshark Development (especially those who would
like to develop within a Windows environment).
