Why not generate packet using libpcap based C code ?
You can get examples all over … and it should not take more then
15 minutes to code it …
If you need a few packets ( for different packet formats this
might be longer and you should go ahead and sniff real traffic ).

Nothing beats a "real" trace of course but text2pcap is
an option, how to do it depends on the protocol layers and what type of traces
you do have available.
You'll have to hand craft your protocol part which may not be so
easy and may not prove that your dissector is correct.
