SS7 frame?
is it MTP2 or MTP3?
try text2pcap -l 142 (or 143) instead of creating fake headers, that
to have the file saved with MTP2 or MTP3 encapsulation.
The fake SCTP headers are of little use, as there's not an M2UA or
M3UA header to pass.
