The Net-SNMP source contains TUNNEL-MIB.txt (RFC 4087) which IMPORTs
IPv6FlowLabelOrAny from IPV6-FLOW-LABEL-MIB (RFC3595). In general,
Net-SNMP only installs what it implements, so I'm not sure why your
binary Windows package contains TUNNEL-MIB at all. I'd suggest to drop it.
