Mountain Lion appears to have those directories on a clean install; I was
unable to do a clean install of El Capitan on a virtual machine, so I don't
know whether Sierra is the first release *not* to provide them on a clean
install, and therefore don't know whether this affects any other releases.

(Note that if, for example, you've installed XQuartz, its installer will create
those directories, so the Wireshark would succeed.)
