In packet-per.c Wireshark cannot decode containers that are segmented in chunck
of 16K.
Now on 3G the UE capability in the RRCConnectionSetupComplete is quite big when
the EUTRAN capabilities are included and the 16K segmentation of BIT STRING is
done.
