In a Wireshark classroom environment, it's very useful to be able apply
preference changes without closing the Preferences dialog, and then to minimize
the Preferences dialog to the Windows Task Bar so that one can show students
the effect of the preference changes. This allows the instructor to get back to
the same place in the Preferences settings simply by restoring the Preferences
dialog instead of having to drill through the entire menu path again,
particularly since there is no longer an Edit Preferences icon on the icon
toolbar. This saves a lot of work if settings are being toggled back and forth
for demonstration purposes.

Currently, the only way to apply a preference change is to click Ok, which
closes the Preferences dialog. Even if the Preferences dialog stayed open, it
no longer has Minimize, Restore, and Maximize buttons, so the Preferences
dialog can no longer be minimized to the Task Bar, and it can not be manually
resized below a certain point, which is often too large to see enough of the
Packet List or Packet Details pane when connected to a classroom projector,
which usually has lower resolution than the regular PC display.

I'd like to see the Apply, Minimize, Maximize, and Restore buttons all
restored.
