Please bring back support for Modbus/UDP (basically, Modbus RTU encapsulated
inside UDP frames).

This support was already included in older WireShark versions: see
https://bugs.wireshark.org/bugzilla/show_bug.cgi?id=3073

Now there's no support for Modbus/UDP.

For example:

* Here's a complete HEX stream sample:

* Here's the IPv4 envelop:

0010   0a 00 01 03

* Here's the UDP envelop:
0000   01 f6 01 f6 00 0e 12 fd

* here's a Modbus UPD message:
0000   01 01 01 62 d0 61
