The Van Jacobson decompressor was removed in Wireshark 1.12 because there were
questions as to whether the license for the code allowed us to use the code. 
See, for example, this message:

and including

If somebody can provide either

    1) evidence to indicate that the licensing of that code permits us to use
it in Wireshark

or

    2) a re-implementation of the Van Jacobson decompression code that's *not*
covered by the 4-clause BSD license or any other copyright/license clauses that
might be troublesome (such as the "All Rights Reserved" clause in the original
file's copyright)

then we could add Van Jacobson decompression support back to Wireshark.

So I'm reclassifying this as an enhancement request, asking for VJC support.
