Other than for compatibility reasons, a case could be made that, for "-T
fields" output, absolute times should *always* be written out in ISO 8601
format, as "-T fields" output is generally parsed by software, and it's easier
for them to parse ISO 8601 date/time values than to parse dates and times
formatted for humans (especially given that dates and times formatted for
humans might show it in the locale's format using the locale's month names).

I don't know how much disruption just changing it would have for existing
scripts.

Independently of this, a user might want to have the "human-readable" output
("-T text -V" output in TShark, packet details pane in Wireshark) in ISO 8601
format as well.

We already show the time stamp column in ISO 8601 format, which further argues
for it as at least an option, if not the default.
