We have *two* dissectors for X.224, one in epan/dissectors/packet-ositp.c and
one in epan/dissectors/packet-x224.c.  Currently, the former is the one being
used, so the routing tokens are not being dissected.

If Microsoft are only nominally using the OSI COTP (given that it's being
transmitted over *another* reliable transport protocol, namely TCP), and using
it in a non-standard fashion, perhaps there needs to be a way to indicate to
the COTP dissector that this isn't standard COTP.  See Microsoft's MS-RDPBCGR
spec for information on the additional stuff they're doing.
